The Board shall observe standard rules of order. The Secretary of the Board may not serve as President pro tem but shall conduct a vote of Board members present to select a President pro tem for that meeting. The Superintendent will have the right to recommend or advise on any question under consideration by the Board but will not have a right to make motions or to vote.
