At the first regular meeting held on the second Monday of November, the Board shall elect one of it members to serve as President and one to serve as Vice-President. The election of officers shall be on a rotating basis with the Vice-President being elected to the President position. In addition, the Superintendent by law shall be appointed secretary to the Board.
